Every business large or small has to have a business strategy. Small businesses often have one, but just not documeted and they remain in the mind of the business owner. Larger businesses can't afford to keep their strategy to the shareholders, it must be clear and transparent to those involved with implementing the strategy. So by it's nature it must be scoped, agreed and documented. However, the strategy should not be set in stone, which is often the mistake some larger companies make, it must develop as customers, the market and competitors dictate.
